The Lowell Police Department has announced that Detective Aubrey Culver graduated from Eastern Michigan University Police Staff & Command Course, a course sponsored by the West Michigan Criminal Justice Training Consortium (WMCJTC). At EMU the Police Staff & Command is taught in-house over a period of 16 weeks. The course is an eight-week, very intensive course for veteran officers looking to move into leadership positions. During the eight weeks of instruction, Detective Culver studied leadership, employee relations, human resource management, department budgeting, planning and decision making, unified command in critical situations, policy writing, media relations, among other topics.

This course of study involved practical exercises in grant writing, using the existing Lowell Police Department budget to make budget proposals or cuts, an on-site survey for security at LMCU Ballpark and Van Andel Arena, critical incident management table-top exercises, and the development of a policy that will be used at our department.

The Police Staff & Command course started the week of June 26, 2023, with Detective Culver graduating on Friday, October 6.  Detective Culver traveled to Holland, MI every other week from June to October and spent the week in class, returning to her detective duties on the opposite week. Police Staff & Command was taught by EMU instructors with law enforcement background, and with guest instructors from area departments teaching the latest information from the law enforcement and public service realm. Detective Culver was elected class No. 40 vice president, graduated with a final GPA of 95.47, and has earned 16 college master level credits. Detective Culver has been in law enforcement for 20 years. She started with the Kent County Sheriff Department Reserves, then served with Sparta Police Dept., Carson City Police Dept., and Stanton Police Dept. Culver eventually returned to Lowell to work in her hometown. Over her career she has been a Field Training Officer, Background Investigator, Forensic Interviewer, PPCT/DT Instructor, National DEC (Drug Endangered Children) Trainer, and currently serves as Lowell Police Dept. detective and internal IT.
